I've tried to do a table similar to the Merchant's Guild page but this 1 is an absolute nightmare. I think its correct now mostly, i may have made an error with the Golden Pedastal/Scales. Also the Decorative items that unlock before Tier 3 i've just lumped together in the Tier 3 section purely because i don't have a save game available to check what unlocks before then so it could use confirming and correcting.
